Proposed Amendment to MPAC Bylaws to explicitly allow virtual meetings

Purpose of Proposed Amendment

The Chicago Park District recognizes that because of the ongoing COVID-19 pandemic, in-person gatherings are to be avoided, and at times may not be permitted due to local or state restrictions.  It has encouraged park advisory councils to amend their bylaws to allow virtual meetings.  In accordance with this guidance, three (A, B, C) amendments to MPAC’s bylaws have been submitted to the MPAC Secretary. They are viewable below and in the attached document.

A) Draft Amendment (submitted by Donald McGruder, Radiah Smith-Donald)

Article 4 to be amended as follows:

Section 2: Monthly Meetings

MPAC meetings will normally be held monthly, on days and at times that the Midway Plaisance Park fieldhouse is open.

Amendment (date approved): When meeting in-person is contraindicated due to guidance from local or state authorities, virtual meetings may proceed following the same guidelines outlined in Section 1 above.  Virtual meetings must include a phone-in option.  The meeting agenda and meeting access information must be available to members at least 24 hours in advance of the meeting.  Virtual meetings will be scheduled on days/times in keeping with the usual meeting schedule.

B) Draft Amendment (submitted by Erin Adams)

Article 4 to be amended as follows:

Section 2: Monthly Meetings

Article 4 to be amended by adding a new Section 3, as follows:

Section 3: Zoom meetings and telephone meetings

Zoom meetings and telephone meetings of the MPAC membership are strictly prohibited absent guidance from local or state authorities that meeting in-person is contraindicated.  The subject matter of Zoom meetings and telephone meetings shall be limited to matters that can be addressed on a consensus basis.  No action or decision may be made or undertaken at a Zoom meeting or a telephone meeting if it is opposed by a vote of any five voting members present at the meeting.  Any discussion, proposed action or decision at any Zoom meeting or telephone meeting may be tabled by a vote of any five voting members present at the meeting.
